Quincy hate crime suspect held on $25,000 bail

4/24/08 - A Quincy man accused of indecently assaulting a woman on a bus and shouting a racial insult at her has been held on $25,000 bail.

Rubin Chavis, Jr., 40, of 109 Curtis Ave. is charged with assault and battery with intent to intimidate resulting in bodily harm, which falls under the state’s hate-crime statute.

He is also charged with indecent assault and battery and assault and battery.

Chavis pleaded innocent Wednesday in Quincy District Court.

The alleged victim, a black woman, told MBTA police that she was boarding a bus shortly after 6 p.m. April 3 when a Hispanic man grabbed her buttocks.

She told him, “Don’t you touch me,” but the man followed her onto the bus and shouted a racial insult.

Other passengers confirmed the woman’s story and told police the man head-butted her, striking her face. She declined medical treatment.

The man got off the bus with another man and went to an apartment building on Curtis Avenue. When police checked his apartment, his father told them that he was not there.

Chavis has a history of violent crimes in Massachusetts and New York, according to court records.

He was arrested Tuesday in New York and returned to Massachusetts.

Court documents list charges of assault and battery with a dangerous weapon, breaking and entering, kidnapping, assault with intent to kill, mayhem and numerous motor vehicle offenses on Chavis’ criminal record.
